Florida’s oldest historically Black university will build its first dormitory in four decades because of financing secured through the Rice Financial Products Co. Edward Waters University announced Thursday that $25 million in financing from the Rice Capital Access Program will fund portions of the $33 million in capital improvements that will be made at the New Town-based campus. The city of Jacksonville allocated $2 million in its 2026 budget to help the university erect a track and field facility that will be open to both students and the surrounding neighborhood.
